Answers allows a question mark at the end. This is automatically added.
In an answer to a question all punctuation marks are possible, but in a question on WikiAnswers the only punctuation that is allowed are apostrophes and question marks.
Punctuation can cause problems with the URLs (web addresses) of questions on WikiAnswers. WikiAnswers is actively looking for solutions around this problem and may support punctuation in questions in the future.
In my opinion, at least commas should be allowed. However it's most likely they want questions to actually be questions, instead of someone giving details and assuming people know what their question is.
WikiAnswers wishes for you to use commas and proper punctuation in your answers, but only question marks and a few other symbols are allowed in asking questions. The use of periods and hyphens are sometimes allowed, as well as other specialized characters such as the degree ° symbol.

Websites rely on URLs to open a page. Punctuation in a URL can interfere with the webpage. So Answers.com (wikianswers.com) forbids most punctuation in questions.

Because the browser is not designed for mathematics. foe example, it does not support some symbols. Punctuation is not allowed in questions which means that it is not possible to show brackets, which can create ambiguity in questions. Powers are not displayed properly, etc.
WikiAnswers does not hate punctuation. For software reasons, we can't yet allow some types of punctuation in questions... and of course, not all of our users know how to use punctuation appropriately, but we still want them to be able to contribute. Anyone who would like to jump in and help correct punctuation or spelling... or anything else, is more than welcome. :)
There's no real need, questions should be succint, and any additional info can be added using the Discuss option. On a technical note, Wikianswers forms its URLs using the question title so punctuation would cause all sorts of issues with that.
The software that runs the site has problems with some punctuation in questions... like commas. We've got it on our list of improvements that we'd like to see. That's just a really long list, and it gets shuffled around a lot, so we're not sure when it will make it to the top. WikiAnswers allows some forms of punctuation in questions, and almost all in the answers panel. You can copy in some (but not all) ASCII symbols, which will be displayed if they are part of the symbol set for this typeface. *You can ask in the Feedback section of the Community Forums to get a current answer.
