No they wear the badge of their Air Force Specialty Code or the career field they originally started in for Ground Safety personnel. Flight Safety is usually a pilot or crew chief and weapons is a weapons loader or maintainer.
It appears to be a U.S. Air Force regulation regarding the physical examination of Air Force personnel to be discharged or re-assigned. (i.e.: AFI stands for Air Force Instruction) The numbers give the regulation number and location within the regulation that the specifc subject matter can be found.

As far as I can tell, there is none. The only mention of any such regulation exists in the Air Force, and is covered under Air Force Instruction 44-102 (see related link).
