Social and ethical responsibilities means taking account of the organisation's impact socially, environmentally, economically and in terms of human rights. While some firms may pay lip service to this and dabble in showy 'give something back' PR activities, the forerunners have Social responsibilities policies underpinning the entire company strategy and ethos.
Social responsibilities considers people external to the firm - perhaps working in partnership with local communities and development groups
Social responsibilities involves socially responsible investment (SRI)
Ethical responsibilities demonstrate real concern and respect for employees (training, development, rewards, work-life balance, incentives, perks), for customers (safe, quality, value for money products and good customer service), and for suppliers (fair trade policies etc.)

As India is an emerging market and a great pool of people or human resource, so we can say that yes India is moving towards people management with the increasing rate of organizations. The attrition rate, corruption, ethical issues, all can be handled by managing only the workforce of the organization. for example the biggest problem of Infosys in today's scenario is its people leaving the organization. For managing people, the organization should provide proper training, incentives and profits which can motivate the people associated with the company itself. Hence, yes India is slowly and gradually moving towards the people management.

These are just two of the skills required. To be successful in materials management one should have the skill set that matches performanace requirements.
