Depends on how this person is cousin in law to you and if its cousin in law like cousin who shares same cousins as you but you are not blood related to them then they can been thought of as cousin law as there are connected in to same family but on other side of bloodline so therefour cousin in law husband'or wife is not really realated to you but you can say cousin in law as it stort of make him you cousin in law too.
But if you cousin in law is maried to you cousin and he or she gets re married then you cousin in law new wife or new husband is not related to you at all.

When talking about him, you would call him "my husband's cousin."
When addressing him directly, you should call him by his personal name name or his professional title, if he has one and the circumstances are very formal.
If you must call him by a family relationship term for politeness and formality, you can call him "cousin" if you like, since the term is an all-purpose indicator of relationship, but he really is not related to you.
