I would just hang in there for a few years. Sometimes teens have all kinds of things going on with sexuality and gender issues, and this confusion may just be temporary. I wouldn't bring it up to your mom, or dad if he's around, just because it may cause more problems then you need right now. If you still feel this way in your early 20's then you can start thinking about if you want to go throught the medical procedures (hormones, surgery etc) to become female. I would wait until you are really sure that you still feel that you should have been born female before you bring it up to your family. No matter what they will be shocked at first. Good luck.
