Some lights won't dim. If you've installed the switch properly, and are using traditional incandescent bulbs (not flourescent, LED, E-L lights or any other very low current light), the dimmer will dim the bulbs. Make sure you're using a dimmable bulb and that the dimmer is installed properly.

The problem is most likely the dimmer switch itself. Start with replacing that first, and then go from there.

Be very careful. If the wires behind your light switch plate are hot enough to do that, you have a hazardous condition. Perhaps you should switch off your house's electricity for awhile and call someone to come out and have a look at it.
