You need to file for a modification of your current visitation agreement. In some states, a 14 y/o can decide whether or not she wants to visit. In other states, she may be stuck until she is 18 if there is no compelling reason to prevent her from visiting her father.
If she is indicating that there is some sort of abuse or physical harm while she is with her father, you should call the police and begin a report immediately. Accusations of rape or physical abuse will generally prevent you from being held in contempt for not forcing her to go to visitation. However, if it is discovered that false allegations are made, it could lead to both you and the 14 year old being held criminally liable, so don't make these up if it isn't real.
