You should keep a very close eye on your dog - the silica gel packets are designed to pull moisture out of the packaging to protect the product inside. When your dog eats the packet, the silica will absorb as much liquid as possible from the mouth and stomach and swell to its largest size (which isn't much bigger than the original packet). This can cause an upset stomach or nausea in most dogs, but in the smallest of dogs (or in dogs that eat multiple packets) in some cases it can cause a stomach or intestinal obstruction. Signs of this would include unproductive vomiting (retching but not really throwing anything up), diarrhea, abdominal pain, decreased energy and increased respiratory rate. If you see these signs, take your dog to a veterinarian immediately; otherwise, your dog will probably pass the packet on his own.
To some degree this depends upon the size of the silica gel packet and the size of your dog. However, the silica gel is designed to absorb moisture, and when it contacts a great deal of moisture it can expand greatly. You should probably call your veterinarian and discuss with him/her whether or not your dog needs to be brought in immediately.
Dogs may eat a small amount of silicone without many harmful effects. Possibly some diarrhea but that is about it according to my vet. If they eat multiple stay fresh packets or if it is a really small dog then it can cause more problems like blocking the intestines but if only a small amount it is far less likely. Since they are safe to use around cats, probably the worst they could do if they don't choke your pet is dry their mouth out. Keep an eye on your pet and if they show signs of illness, take them to the vet. otherwise, the silica crystals should pass when your pet defecates.
