Those are pretty much the three mandatory parts of a zombie costume.
Now, whether you want to be a generic zombie, a zombie doctor/nurse or a zombie of some other type is up to you.
As to the paint, I think there is even skin friendly stuff out there, so look into it before putting Home Depot paint on your skin.
But most of all, just have fun with your costume, it isn't like there is a zombie costume rulebook or anything.
