Usually if it has a barrier, like a solid red or blue plastic attached, this side goes up. If there is netting of some sort, this side also goes up.

How do you remove carpet pad?

The padding is simply stapled to the subfloor in most cases. If it is stapled down, just rip out the padding in pieces as large as possible. There will be small pieces of padding still stuck to the staples.
