You need help desperately right now from a qualified swimming pool or spa electrician. It HAS to be installed to code. This is not a job for a novice or even most electricians.
I would not recommend trying to use an extension cord for a dryer. the better option is to either buy a longer cord that is properly sized to deal with the extra distance or have an electrician come out and either move the outlet or custom make you a longer cord for your dryer.
Different plugs are designed so that you can't plug an appliance into the wrong voltage. A dryer is usually 220-240 Volts and your standard outlet is 110-120 Volts. You can't do what you suggest.
Not advisable. Both units consume huge amounts of Amps (amperes = current) and the normal 20 or 30 amp breaker may not sustain prolonged operation of both. Where I live, we have two electric meters ... one just for the water heater, the other for the house and all it's electrical needs (except for the water heater).
No !
It should be in the main circuit panel. If the dryer was added at some point there may be a separate box just for the dryer either beside the main panel or at the dryer plug. It is not in the dryer itself.
No, the dryer needs 120 volts supplied by the neutral third wire, along with the 240 volts for the dryer element. One of the two 240 volt supply conductors is used with the neutral to supply 120 volts to the controls and the drum motor. That is why a three wire cable is needed.
There are many ways in which you could put a longer cord on your dryer. You could put an extension cord on it.
Unplug the dryer and unscrew the vent in the back of the dryer. Reach in and pull out as much of the lint as you can. Using a vacuum cleaner's extension and on a low setting clean out the rest of the lint inside the dryer.

If you can reach the car with an extension cord, use a hair dryer.

The washer is usually no problem, but you may run into problems with electrical supply and vent for dryer.
with a material that is static-friendly and an extension on a vacuum cleaner to reach all the way inside.
The Whirlpool is a standard 20" stackable washer/dryer that should fit in any apartment.
No and I think the extension cord will be a big limiting factor in the driveable range of it as well.
