It's really just a recap of what you did when you were in elementary school through high school and what your grades are. Nobody can access it except the President of the United States, or anybody like that. The police use the blotter to find people, they use this to find wanted criminals, if you really want to know more, call a local police station and ask them about it. Just don't go into them at all, because it's really illegal, and they don't like it.
