Garlic, onion, basil, and oregano are good basics for Italian. And don't forget salt and pepper. Dried red pepper (sweet, not spicy) is a good addition as well. Savory, rosemary, and thyme go well with them if you want to get more creative.

Depends entirely upon the meat and what part of the world you are talking about, although there are probably no spices that aren't used somewhere, for some type of sausage. For instance - sage is common in pork in the UK, but rare in European pork sausages. Southern European pork sausages commonly use paprika, but it is very seldom used in the UK.
