There is no agency that is proven to be "the best" state police department in the United States. Although state law enforcement agencies like to self proclaim themselves as the best ones in the nation, no-one can really say -- for now anyways -- which agency is better. However, some agencies are clearly more prestigious than others based on staffing and the technology they use.
The largest state police force in the United States is the California Highway Patrol as of 2008, according to FBI data. The agency has about 9000 officers. Following CHP is the New York State Police with about 4600 sworn members.
A bigger agency doesn't necessarily mean "better." However, the New York State Police appears to be highest paying state law enforcement agency with their 2010 contract. Several pay rates are listed:

NYSP troopers are eligible for retirement at half pay after twenty years of service.
California employees (CHP) calculate retirement the following way.
Officer with 25 years of service retires at $120,000 pay rate. He can retire at 55 years of age at 3% of top pay multiplied by # of years of service.
3% of 120000= 3600 x 25 yrs = $90,000/yr in retirement.
All this still doesn't answer "who is best" but may outline "who is paid the best." Typically states with strong union support pay much better than states without unions, one can pretty much designate the mason-dixon line on a national map as the line of greatest significance.

The first State Police in the US was the Pennsylvania State Police. Formed in 1905 by Governor Samuel Pennypacker to replace the Coal & Iron Police who were actually thugs hired by coal mine owners to control coal miners. Pennypacker wanted an independant law enforcement agency so no place in the Commonwealth of Pennsylvania was without proper fair police protection. The agency is still one of the finast in the US.
The french police drive terrible cars with terrible sirens were as the Miami police department drive good cars with good sirens, also they have a better way of processing people and information in the Miami police department. Also, the Miami police probably need better training, because Miami is the most crime-filled state in the US.
