That is mainly because they have different governments. It is the government that controls a local area that determines in what time zone the local area will go. Also, countries that span more than 15° of longitude are likely to be divided between/among more than one time zone, but since it is up to the government, that is not always the case.

I wish I knew; I find that quite irritating. I'm just glad that there are no more than five such counties in the United States: one in Oregon, one in Idaho, one in Nebraska and two in North Dakota. It's bad enough that we have so many states divided between time zones, but when we're splitting counties, that's absolutely ridiculous (IMHO).
