You have to apply in person to the local housing authority. The HUD website does have information about how the programs work. Also check on the multi family section 8 program (this is different that the voucher program and may have a shorter waiting list)
Section 8 voucher applications are available at your local, regional, or state Housing Authority -- if you are lucky enough to get on the waiting list and your name comes up on it. Most Housing Authorities' waiting lists are closed. If you are lucky enough to get on one, more information and forms will be sent to you as soon as your name comes up on the list. If you are on a waiting list be sure to update your information with that Housing Authority by writing to them if any changes occur to your address and other pertinent information. Once a year they will send you a form for you to fill out and send back, which updates them with whatever information they need.

If your name comes up on that waiting list, then you must move to the jurisdiction that is about to issue that Voucher to use it.
