Hands down, I must say Massachusetts! I'm from MA and can tell you from personal experience that if you are not able to afford private health insurance, you still have options there. Although articles I've read say that MA spends the 10th most out of any state on Medicaid per recipient, they're only lower on that list because health care is actually relatively cheaper there than in other places because more people there are eligible for Medicaid (called MassHealth), so medical bills actually get paid! What a concept, right?? Also, MassHealth covers any type of service or specialist you need provided you have the appropriate referral from your primary care physician (PCP). Also, even if one doesn't qualify for MassHealth because their income is too high, they will probably qualify for Commonwealth Care a public health insurance program that subsidizes your premiums according to your family's size and income (for example, you make $30,000 a year and have two kids, are single, and just can't afford $500 a month for private health insurance that actually covers SOME of your expenses- still leaving you to pay a $500 deductible, $25 copays plus maybe $15 if you need a script, 20% co-insurance, etc). That said, you could probably enroll in Commonwealth Care and pay $54 a month, with low copays and be completely covered.
