How do you reduce the effect of earthquake?

I have survived the 1999 Turkish earthquake killing approximately 50,000. As far as I know, there is no way to reduce an earthquake but if you meant "reduce the damage an earthquake causes" then there are ways for that. You must know if you are located on or around a fault-line where two tectonic plates meet. These plates move the opposite directions and cause an elastic tension effect, when they come to a point where the tension is so high they snap and cause shaking which is the quake. When developing a city or a community, on or around a fault line make sure the building is good and safe with the standards for earthquake, make everyone aware that a possibility of an earthquake is there and make emergency plans. I never saw the Turkish earthquake coming, it hit everyone by surprise so buildings changed, people became more aware of earthquake safety after the quake but we could have avoided the 50,000 dead.

Copy Japan. They have very strong earthquakes but few casualties. Japan's building code is strict. For example brick houses are illegal. At a personal level: keep water, food, flashlights, warm clothes, strong shoes available (near your bed). Dive under a table when the quake hits. Unfortunately, earthquakes cannot be prevented. People can only minimize the damage caused and try to stay safe. The following methods are used by people to reduce the impacts of an earthquake:

1. The government should organize earthquake safety practices frequently in earthquake zones so that people will know how to keep themselves safe when an earthquake occurs. For instance, if the people are indoors when an earthquake occurs, they should not run outside or they may get hurt. It it recommended that they remain indoors until the trembling ends. People should hide under desks, crouch down and cover their eyes and heads. Victims that are outdoors need to stay away from buildings, power lines and trees as they may collapse.
2. Engineers should building earthquake-proof buildings with special technology and materials so that fewer buildings will collapse and fewer people will be killed. For example, engineers can place a coil or a flexible support between the structure and the foundation of a building. This method can minimize the impact of seismic waves. Another method is to use cross-supports in-between frame supports or between the corners of the frame so that structure of the building can be held together when an earthquake strikes.
3. A well-trained rescue team and rescuing equipment can save lives. The government should organize a rescue team to rescue to victims immediately after the occurrence of a serious earthquake. They should have equipment items such as life detectors, drills and saw blades. After an earthquake happened, the rescue team should strive to rescue as many people in the shortest amount of time.
