More specifically, there is a CCD or similar chip inside the camera or scanner, and that is what "perceives" the information and sends it to a circuit board, and in some cases a nonvolatile memory card. Then the circuit board sends the data to the computer in a format the computer can read.

I am assuming that you want to take a physical photo and get it onto the computer. In that case, you will need a "scanner". A scanner takes a physical photo and converts it into a digital file on your computer. You can buy a scanner at any local computer store, although many come in the form of a "multi-function" device, which is a combination printer/scanner/copier & sometimes fax machine.

I would call that a program, rather than a device. There are many programs that allow this, some come with particular computers, some are bought, and some can be downloaded at no charge from the internet. -I currently use such a one called 'Picasa3' and very much like it. - If you have money to spare and want the very best results, I would highly recommend Adobe 'PhotoShop', my last Mac computer had that when I bought it and it was a wonderful program.
