There are two broad categories of plankton, which just means living things that float (living things that swim are nekton); phytoplankton, or floating plants, and zoplankton, or floating animals. Animals need oxygen and cold water holds more of it that warm water. Photosynthethic plants need sunlight and sunlight tends to warm the water.

They're single-cell organisms, so cold-blooded doesn't really apply. They don't have blood.
