If you are really looking this up, you are as desperate as I could ever imagine. But, Since you took the time to type this in the search box, I'll tell you. Well, you get to know them first, I have experience, and you can't just ask some random person to date you or you look like a loser. So, get to know them, but don't say "I think you're hot, so I'm gonna get to know you so I can date you, okay?" because you look even dumber that way. I got a girl's number who was four years older than me by talking to he and getting to know her, then I got her number, because I did the right thing. And if you do say you want to get to know her so you can date her, you will be slapped in the face so hard the other side of your face won't be able to hold on to you skull. And if you do get to know her and end up dating her. You can NEVER, NEVER NEVER, check out some other girl. I made that mistake and my girlfriend (at the time) slapped me right in the face, NO JOKE. So, I got off topic (sorry), get to know her, be her friend, and when your confidant enough, then you can ask her out. It takes time, but it ALWAYS works.
