The father's only son can't have a brother. he's the only one, remember.

actually he can, because although it may be the father'sonly son, the mother may have another son, which would make that father's son have a half-brother.

If your father has only one brother and the brother's wife has only one brother-in-law, then her brother-in-law is your father, unless your father is dead. Then the wife's brother-in-law would have to be the husband of her sister, and would be no relation to you.
