The Talmud says that any fast that doesn't see the sun set is not a fast. Yom Kippur deserves more strictness because it is from the Torah. Tish'a be'av is only derabbanan (Rabbinical), though, so sunset should be sufficient. Nothing else is said in the Talmud nor Rishonim (commentaries).
