There is no "certain" time of day that roosters crow.

Many things can cause a roosters alarm to sound off; things in the enviroment, and intruder, having a "crowing fight" with the rooster down the street, etc

Best time of day is in the mornings after they have been in the coop all night. They do not feed in the dark and usually have gone a few hours with nothing at all. They are much more active during the day so food is available at all times during daylight.
