Owls do not hoot at a particular given time. Since they are more active at night, we hear them more often then.
Secondly, not al owls 'Hoot'. Their calls vary.
They hoot for reasons that may be territorial - warning others to stay away, or it can be to contact a mate or young, or advertise availability for breeding.

Owls hoot in the evening to establish territories, communicate with other owls, and attract mates. The nighttime is when owls are most active and hunting, so hooting helps them coordinate and communicate with each other in the dark.
