I live on the coast of British Columbia and I prune the butterfly bush in early spring, by cutting it back to about 18" from the ground and it grows approximately five feet every year and blooms vigorously.
If by butterfly bush you mean Buddlia then Spring is the time to cut it back, hard if you want to contain it.
You can easily transplant a butterfly bush in the early spring. Just make sure to dig far enough around the roots that you do not damage the root system.

Never trim more than 1/3 of the shrub at any time that there is folage present. This will harm the shrub and could kill it.
