1. Plug your i-pod into the USB cord, and it should turn off.
If that doesn't work,
2. Wait for your battery to die then the screen will shut off once the battery is dead.
3. Try holding the home & on/off button for at least ten seconds. It should turn off. (You might have to try it a few times)
If all fails, (which it shouldn't), call the Apple iPod store, and you can either bring your iPod in or they'll tell you what to do.
Double press the main button and hold down one of the apps press the minus button to all of them. They do not delete the app. Press the main button once when finished. You should do this every couple days. Your camera should be normal. If it happens again, do the steps said again.

Apple has just released the details about the iPod Touch 5th generation which has a 5 megapixel camera for picture taking along with a flash. The 4th generation also has a camera but, if I am correct, the camera is only .7 megapixels and no flash. But the 3rd generation does not have a camera. The 4th generation currently is $200 for a 8GB iPod Touch, $250 for 32GB, $320 for 64GB (Refurbished). If you wait till the iPod Touch 5 is available for ordering or a while after, the price of the iPod Touch 4 should go down. The prices for the iPod Touch 5 are $300 for the 32GB and $400 for the 64GB
