This is a very sad and sensitive moment. Sometimes it is best to say nothing at all. It is easy to say the wrong thing.
However, a neutral "I'm very sorry to hear that.... " might be a good way to start, and then take it from there. Maybe just you being near will be comfort enough.
Try to avoid opening remarks such as 'It was for the best'.
Or anything that may clash with the person's own feelings and thoughts at this tragic time. The bereaved need sincere, sensitive and personal support, not automatically trotted out 'standard words' of comfort.
There is no doubt that such an event is a sad time for all, so quiet reflection may be far better than trite and badly chosen remarks, even though such remarks may have been spoken with the best of intentions.
