This is coming from your network provider so in the credit message it may say something along the lines of " Text STOP to 1343, to stop receiving our notifications" the number I included is random so it depends on the number within that text as that is the number of your network provider.
Well, easy, 1) He was texting you 2) He ran out of credit and couldn't text anymore 3) He got more credit, therefore being able to text again. OR He just lost his phone and couldn't text for a while... SIMPLE
