Ratification of an amendment takes three-fourths of the states to approve.

∙ 13y agoAmendments can be proposed by a two-thirds vote of both houses of Congress, which is the traditional way. Alternately, three-fourths of the states can petition Congress to call a convention to propose amendments, and Congress would be required to do so (this has never actually happened, and there are some gaps in the Constitution's language describing exactly how it would work).
