She was appointed a criminal court judge judge in New York City in 1982 and then family court becoming the supervising family court judge in Manhattan in 1986. She retired in 1996. The Judge Judy show debuted in 1996. She is purported to be the highest paid TV celebrity.

On her show she is styled to look like a small claims court judge, while in fact being only a private arbitrator and not being licensed to practice law in California. The parties who appear to have their cases heard have mutually agreed to remove their claims from the state court system and have their case decided through binding arbitration by Judge Judy.

However on the show she isn't officially a judge her official title would be an arbitrator. Basically a private third party that has at least reasonable knowledge of the law and the parties agree for that person to hear and decide on their case and that the finding be legally binding. This happens in lots of cases however are not typically televised. as they are seen as faster and cheaper means of settlement.

Also the government would not partake in a TV company to film in a real courtroom with a current presiding judge.

And it's the same with the former family court judge herself. She's an 'accepted arbitrator', not a legally-recognized judge. It's TELEVISION!
