A detective might respond to an "in progress" call of an ongoing crime if they were already out of the station and in a police vehicle, but as a rule these calls are initially handled by uniformed patrol officers. If an officer in plain clothes responds, patrol officers who do not recognize him may just see a man with a gun and mistake him for the suspect, so it's usually best to have these incidents handled by officers in uniform. Once the crime scene has been assessed and the crime is no longer evolving, a detective could respond to take up the investigation.

Without the ability to communicate with each other, officers would not know how to tactically respond to serious calls. Radios allow officers to plan their deployments prior to arriving at the scene of such violent incidents as robberies, hostage-taking, explosions, etc. Additionally, officers update each other as the response goes on. They relay suspect descriptions, new information, locations, evidence, etc., to each other. Without tactical communications, officers would respond blindly to violent calls and would not know what the others are doing.
