Epoxy glue. It comes in 2 parts, a resin and a hardener which must be mixed together.
There may be brands that vary chemically to better match the specific properties of the items being bonded.
ANS 2 - I have done this by stretching 1/2 " mesh 'hardware cloth' across the wall and then used thinset concrete just as you would for ceramic tiles. Worked well for me and I didn't have such critical drying times as you do with an epoxy.
The answer to this question relies more on the construction of the wall. Is it drywall, wood, cinder block? The answer would be different for each of these.
Elmer's Glass glue would work, but I'd recommend taping the back too.

A lot depends if any weight is going to be suspended on the glue. -If not, I would use a construction adhesive like PL200.
Epoxy would be best for this.
