Toshiba makes the best laptops. I would highly recommend a Toshiba Satellite M65-S9092. I have one, and I love it. I got it from Best Buy, so you should too.

I'd look at Apple laptops. They seem to be the workhorses of the graphics area.

from what you are asking just about any laptop would suit that description. Apples lineup are more graphic oriented with its ibook series but very costly. Any laptop is able to run a graphics program such as dreamweaver, or front page so no real contender their. basic office is suited for any laptop. The capability to burn cds is prominent in every laptop on the laptop. a standard CD/Rw / dvd rom is now the default for all systems within a regular price line. I personally suggest anything with about a 15.5 inch screen, at least a half a gig of ram, 2.6 ghz processor speed (preferably Pentium 4 HT) or amd 64, and a decent graphics card (nothing top of the line) Try looking at the Toshiba satellite series for the best of the mid range. Panasonic also manufactures a good basic laptop. Compaq, dell, etc are also good but tend to be considered budget tops because they carry low end components and have a history of breaking.
I am running an alienware area51 at the momment which handles anything very well but the system is overpriced :)
Consider an Apple MacBook
Apple computers have been consistently rated the most reliable with the best support since 2004 (see link below). A basic MacBook runs about $1100 (less if you're a student or educator), and will let you do everything you're asking a computer to do, plus a whole lot more. It comes with software for creating music and video, webpages, and organizing your photos and music right out of the box, and also has a built-in camera so you can take quick snapshots or record video messages or podcasts.And best of all, you won't have to worry about viruses, spyware, adware or crapware, because they're not present on Mac OS X.
