Titanium alloy. They powder the dimonds and the titanium then "bake" them usually onto a steel blade. That question is flawed. A better one would be about the most effective stone cutting tool/wheel. There are several different types but by and large dimond blades are superior. Though, Silicon-Carbide remain superior for the start of polishing. If you're not afraid of a little dust but, on todays market with so many water tools this isn't really a problem anymore.
