For homeland security type jobs, you will need to be physically fit since it requires a lot of physical endurance. In addition, homeland security usually suggests that you have form of military or law enforcement background that its not required for all positions.
Try searching homeland-security-jobs and look for a government website. This is where you would start to look for what type of government security you would like to get into. There a bunch of categories listed on the left side of the page. It also says on the website that no experience is needed anyone can apply.
In reference to the military, department orders are the orders that are issued by the Department Commander. Another type of department orders are the Department Organization Orders for the Department of Commerce that promote the basic structure or management.

Starting from an associates degree working your way up. An associates degree in criminal justice would be a great start. Check into you local ITT Technical Institute, or other tech school, as they most likely offer this program.
