You may use acrylics, water-soluble paints like these are usually used. Also opaque paints have more pigment so the cover over underlying colors better.

For the all weather conditions I would choose a heavey acrylic, read the labels for any information, or ask a employee at any craft store to help you choose the right paint for you.
