A snake that is black with a white band/ring around its neck is a ringneck snake (also known as a ring-necked snakeor a Diadophis punctatus). They are mostly nocturnal, and only have a small amount of venom in their saliva. This venom is so minuscule that its greatest effect in a human would be an allergic reaction - never, ever anything serious. Finally, you can know a ringneck snake is preparing to attack by this behavior: raising their head off of the ground and showing their bright-orange underside. Besides this, there are no other safety rules for a ringneck snake.

It's name is Nothern Ribbon Snake. It has bright, well-defined stripes which runs down the centre of it's back and along the side of its body. The bold stripes are usually yellow contrasting with the darkish body and there is often darkish or brownish band b/w the side stripes and the belly.
