Software companies may offer selected software for free use by home users. Business users may have to buy a licence, or may be allowed to use the software for free, paying annually for support. There is also Open Source software that may be offered for free use, though some open source software may need a licence obtained from the copywrite holder. So "Open Source" doesn't always mean "free!" In the linux world (of which Ubuntu is but one distribution) many programs can be downloaded and used for free, it depends on whether the programmer wants to offer their work for free or not.

"Donated to the public" would usually refer to "public domain" software. Other forms of software can be freely copied, but the author(s) retain copyright, and thus would not be considered "donated."

Any software that has an "Open Source/MIT" License. Although I do no think that Any software without Explicit License saying you may do so will allow you to simply take that application and Give it away.

Some Software which are published by the Author as the Freeware Software can be circulated among public. Software which are to be bought in bulk are to be Circulated limited as Unauthorised circulation may violated Copyrights of the Publisher
