He was commissioned to do it for the Ballet that was to be made. The original story is by Hoffman. He didn't write the Nutcracker Suite. He composed the ballet The Nutcracker to a story by E. T. A. Hoffmann. The orchestra plays this music to accompany the ballet dancers on stage. For concert use, several catchy dances were grouped into a short orchestral program called a suite.

Tchaikovsky was commissioned by Vladimir Petrovich Begichev in 1875 to write the music for the ballet. He was paid 800 rubles for the score, which included music he had written for a little ballet for his niece and nephew in 1871. The ballet was premiered at the Bolshoi Ballet in Moscow in 1877.
