I think there are several factors in determining it, like, where the epi center of the earthquake originated, and how deep the earthquake was, also I think there are some kind of bouys in the ocean that can measure stuff.

It occupies the Northwestern corner of North America and borders Canada to the east. Hawaii is not a continental state, as it is an island state. It is located in Oceania, practically midway between North America and Asia.
