Well, he was the 16th President of the United States at that time and that made him the Commander in Chief of all the Union forces. His election as well as his determination to keep the Union together both were factors in the beginning of the war, but he definitely didn't cause it. It was something that had been a long time coming because of gigantic disagreements between different parts of the US.
