Austria-Hungary had already ceased to exist as a nation some 20 years earlier, at the end of WW 1. But Austria was turned into a Reichsgau of Nazi Germany, run by a Gauleiter. The Gau (being a Medieval word dug up by the Nazis) is roughly comparable with the English and also Medieval word Shire which later became 'county'. So Austria had no Government of its own; it had become a German province.
