It was a plot device in a number of short stories published in SF magazines, later collected in the 'I Robot' stories. (Which are quite different from the film of that name.
I don't think that he intended them to be taken seriously. They have never been applied by any robot manufacturer. They just made a hit.
In his later stories he found all sorts of loopholes in those laws.
