The 1920s in Japan are referred to as the Taisho Democracy period. The legislature had gained significant powers from the Imperial council, the Genro, by using their authority over the governmental budget. The number of political parties had increased.

The right to vote was expanded beyond landholders to all adult males age 20 and over, but communism was largely outlawed by the Peace Preservation Law that followed (espousing communism remained illegal until the US demanded the rescinding of the law during the post WWII occupation).

It was also a period where different western philosophies and literature styles entered the country, as well as some attitudes regarding society.

In the year 1930, Japan was in control of the main islands of Japan, as well as the Ryukyu Islands (Okinawa), the southern half of Karafuto/Sakhalin Island, Chishima/Kuril Islands, Taiwan, the Caroline Islands, Palau, the Marianas Islands, the Marshall Islands, the Shandong Province of China (the Carolines, Palau, Marianas, Marshall, and Shandong were German colonies given to Japan by the League of Nations following World War One), the Korean peninsula, and the area of Manchuria containing the Mukden Railway.

In 1930, Japan was in the midst of economic depression that would fuel expansionist sentiments amongst the people. One year later, the Imperial Army, largely at their own direction, entered Manchuria with the intent of securing it.

Hirohito assumed the throne in 1926, and the emerging power of the Japanese Military System was "fine tuning"; culminating with some domestic military control turmoil in the 1930's, which was smoothed over with the invasions into China during the 1930's.
