The correct answer is "The Tomorrow People." Which ran from 1992 to 1995 I think on Nickelodeon. It featured kids who could teleport and were always being chased around and they had a spaceship underwater. This question was bugging me too because I used to really really loved that show when I was young. I couldn't remember what the name was either and it was killing me. I finally just wikipedia-ed teleport and looked through the tv-series. Wrong Answer: Center Neptune was a remote controlled robot-command center in the cartoon (Battle of the Planets) Japanese produced and probably still in the running, the Robot in charge was called Z-Zark-Seven and as you implied Center Neptune was Underwater and on Earth, not the planet Neptune.
