The Emancipation Proclamation freed slaves in the Confederate States. Although it could not be enforced when it was announced in 1863, it was followed by the 13th Amendment, which had the same intent and affected the entire country.

Slaves were declared free in America, but the road to true freedom was long and hard fought. Ultimately the Civil War had to be won and post-war oppression had to be eradicated. Things like the Jim Crow laws, the KKK, segregation, and poverty still greatly affected the rights of African-Americans. It took roughly 100 years after President Lincoln's famous words for Martin Luther King and others to finally inspire the beginning of real equality in the U.S.

The Southern States lost the chance to receive help from Britain or France, which had both abolished slavery. The slaves in the South were not appreciably affected. Although Union troops freed those they found, most had nowhere to go, but some did join the Union army or assist as laborers.

The Emancipation Proclamation led to the freeing of slaves, some of which joined the Union Army (helping the Union, partly, to prevail in the Civil War). European countries did not support the South in the American Civil War. International support for the North in the American Civil War increased. More African Americans in the south joined the union army.

The slaves were freed in all areas that were in open rebellion against the Union in January of 1863. Though a common misconception is that the Emancipation Proclamation freed all the slaves, but if Lincoln had done that he would have lost the support of the border states all of which where slave states at the time. All the slaves were not freed until the passage of the the 13th Amendment in 1865.
