That is correct. It's worth adding that the Berlin Wall also made the division of Germany into East and West total - until 1989.

Some historians have noted that the purpose of the Berlin Wall was to stem the tide of westerners fleeing into the embrace of the communist fold. Others seem to believe that the wall was designed to keep their own citizens from escaping the loving arms of their communist government. (This answer is not intended to advance the point of view of the West. It is a twisted version of what most believe to be true, but it is accurate based on some beliefs).

The Berlin Wall divided West Berlin from East Germany. This is important--it ran all the way around town, and people escaped into West Berlin from all directions. You only heard about the people who escaped from East Berlin.
