For e2020 it would be to spread communism in other countries

the goal was to encourage Communist parties in other countries to overthrow their governments by legal or illegal means and to establish Soviet-style regimes.

The Comintern (short for Communist International) was an organization set up in March 1919 in Moscow for spreading Bolshevism worldwide. For many years the Soviet Union refused to establish an ordinary Ministry of Foreign Affairs and relied instead on the Comintern to 'represent' it abroad. This changed under Stalin.

The Comintern, or Communist International, was not established by the Soviet Union. It was established by Vladimir Lenin in 1919 in order to promote revolutions in other countries and to coordinate and support those efforts. The Soviet Union was not created until 1922.
