The nymph Echo was cursed by the goddess Hera for getting in the way of finding Zeus (Hera's womanizing husband, also the king of the Olympians). Hera took away the talkative Echo's voice as punishment and all Echo could then do was repeat the words of others.
Echo was not a goddess but a nymph. Nymphs are famous for not wearing anything at all.
The Greek word for voice is "φωνή" (phoné).
Echo was a forest nymph protecting Zeus from his jealous wife, Hera. Hera cursed the nymph's voice so that she could only repeat what was spoken to her. She distracted Hera while Zeus went back to Olympus after sneaking out.
